Open for signature by the member States of the Council of Europe signatories to the Convention, in Strasbourg, on 4 November 1993.
Entry into force: 1 March 2002.
Since its entry into force, this Protocol forms an integrant part of the Convention.
Summary of the treaty
The first Protocol "opens" the Convention (ETS No. 126) by providing that the Committee of
Ministers of the Council of Europe may invite any non-member State to accede to it.
