Open for signature by the member States of the Council of
Europe, in Strasbourg, on 18 June 1990.
Entry into force : 1 November 1991.
The Fifth Protocol contains provisions in respect of the members of the European Commission
and "old" Court of Human Rights. It is no longer necessary to sign or ratify the Protocol.
Summary of the treaty
The Fifth Protocol provides that the members of the European Commission of Human Rights and of the European Court of Human Rights are exempted from taxation on
salaries, emoluments and allowances paid to them by the Council of Europe.
