Reservation contained in the full powers, dated 19 February 1997, handed to the Secretary General at the time of signature , on 6 March 1997 - Or. Fr./Port.

The Portuguese Government reserves the right to apply Article 3, sub-paragraph a, to damage suffered in the territory of the States which are not Parties to this Convention only on the basis of reciprocity.
