At the time of signature, the Government of the United Kingdom of Great Britain and Northern Ireland hereby declares in pursuance of Article 9 of this Agreement that it excludes from the benefits of this Agreement all persons resident in its territory who are eligible for the medical benefits referred to in Article 1.
